PM Abe to Dissolve the Lower House on 9/28 and Call a Snap Election on 10/22

Prime Minister Shinzo Abe seems to have decided to dissolve the House of Representatives as he convenes the Extraordinary Diet Session on 28 September.  It was said that the House would be dissolved in mid-November, considering by-elections for the House of Representatives scheduled in October and US President Donald Trump's visit in early November. However, PM Abe and the ruling party, the Liberal Democratic Party, took advantage of the current political climate that the Democratic Party after their presidential election is deteriorating and Yuriko Koike's associates are yet to form a new party.  PM Abe is expected to officially announce the dissolution upon his return from the UN Assembly on 25 September.  For more details, please see the article on the Japan Times.
